What is a 'potential adversary'? A lot hinges on this. From Bush's current policies it would seem any country can be a potential adversary, all it takes is that they don't agree with you. Potential adversaries include potentially anyone. Anyone that is free and independent minded.

As if to dispel any doubts:

America must always stand for and protect the universal values on which it was founded. To this end, President Bush makes clear that the United States will use its position of strength and influence in the world to defend, preserve and extend the peace."» (cnn sept20)

This is very clear, whatever the US president does, *whatever* he does, is in the name of universal values. No urge for money, unilateral interests, political influence, etc, etc, will ever influence its corse of action. No, no, no... not at all. If this is not the beginning of a dictatorship, I don't know what is.

I'm beginning to think that the problem is not only that a vast unilateral power will attract potential dictators to occupy America's presidential seat. I'm beginning to think... it is already happening! (And that is a frightening thought!)

Not that Bush is not full of good intentions, he seems to be. But, as the saying goes: 'The way to hell is paved with good intentions'. You need realism too.
